SPECIAL AMENDMENT PROCEDURES AND THE RULES COMMITTEE

REQUIRED FORM FOR SUBMITTING AMENDMENTS TO THE HOUSE COMMITTEE ON RULES

Dear Colleague:

The Rules Committee has announced that it may meet next week to grant a rule which could limit the amendment process for floor consideration of H.R. 3824, the Threatened and Endangered Species Act of 2005. The Committee on Resources is marking up H.R. 3824 today and is expected to file its report with the House early next week.

Any Member who wishes to offer an amendment should submit 55 copies of the amendment and one copy of a brief explanation of the amendment to the Rules Committee in room H-312 of the Capitol by 10:00 AM on Wednesday, September 28th. The form used to submit amendments to the Rules Committee is on the top of this page. Members should draft their amendments to the text of the bill as ordered reported by the Committee on Resources, which should be available on the web sites of the Committees on Resources and Rules by 2 PM on Monday, September 26th.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian to be certain their amendments comply with the rules of the House.
