SUMMARY OF FINAL ACTION


The House Members of the Joint Committee on the Organization of Congress approved on November 23, 1993, their recommendations for reforming Congress. The House Members' report was approved, after five days of markup, by a vote of 8-4 on the following motion offered by Chairman Hamilton:

I move that we adopt the recommendations considered today as the report of the House members of the Joint Committee on the subjects contained in H. Con. Res. 192 for the purposes of reporting to the House, and that our actions today be promptly conveyed to the Senate members of the Joint Committee. This motion is made with the understanding that not all Members support all recommendations contained herein, and that each Member has the right to seek changes at subsequent stages in the process.

Voting in favor of the motion were Chairman Lee Hamilton (D-IN), Vice Chairman David Dreier (R-CA), Rep. David Obey (D-WI), Rep. Al Swift (D-WA), Rep. Sam Gejdenson (D-CT), Rep. John M. Spratt (D-SC), Del. Eleanor Holmes Norton (D-DC), and Rep. Bill Emerson (R-MO). Voting against the motion were Rep. Robert S. Walker (R-PA), Rep. Gerald B.H. Solomon (R-NY), Rep. Wayne Allard (R-CO), and Rep. Jennifer Dunn (R-WA).
