The rule waives all points of order against consideration of S. 222. The rule provides one motion to recommit, with or without instructions, for S. 222. The rule further provides that S. 273 shall be debatable in the House for 40 minutes equally divided between the chairman and ranking minority member of the Committee on Resources.
