ROLE OF THE RULES COMMITTEE
Reports special rules that set the terms for debate and amendments on specific measures. Bills may also reach the House floor by unanimous consent, special calendar days (Corrections, Private, Wednesday and District of Columbia), suspension of the rules; or have privileged status granted in House rules such as to general appropriations bills, budget resolutions, and other motions and questions.
Exercises original jurisdiction over the standing rules of the House, and any changes in House rules, and the congressional budget process. Examples include Unfunded Mandates reform, Ethics Reform, and the Line Item Veto.
