Rules Approves Defense Appropriations Bill

Record Number of Republican Amendments Allowed

Washington, DC The House Committee on Rules met today and approved a Rule that approves for the consideration on the House floor of the H.R. 3326 – Department of Defense Appropriations Act, 2010. This marks the first time in the history of Congress that the Rules Committee has received more than 600 amendments on a single piece of legislation. The previous record was set last month, when more than 220 amendments were received on the climate change legislation.

Chair Louise M. Slaughter issued the following statement:

“It’s always been our practice to provide for as much input from the minority as possible, so long as it is reasonable. In this case, our committee received a total of 606 amendments on this single piece of legislation – something unheard of in the entire history of Congress. That is no easy accomplishment and I think it speaks to the recent tendency among the minority to try and stall, delay and block legislation rather than work together. Although I think

submitting 553 amendments amounts to overkill and an abuse of the process, we have decided to allow Rep. Flake to offer a single amendment that would encompass all of his amendments.”

The debate rules and a list of all the amendments that will be on the floor for debate will be posted on our website at www.rules.house.gov
